If you are choosing thumbnail artwork, preview the saved image with its title. If the card starts playing when you hover or scroll, you are looking at video playback. Changing the image cannot check that moving content. Start by naming which of those states you want to review.

What changes when the card starts playing?
YouTube Help distinguishes the video preview from the thumbnail image and says the image appears when the video preview is not active. It also describes automatic selection of a clip from the video's first half. An uploaded still image does not let this tool choose or simulate that clip.

Separate the still-image observation from the scene observation. Record what appeared before movement and what appeared after it. Review the video itself for the second observation rather than exporting another copy of the same thumbnail.
One viewer sees movement and another sees a still card
Before asking for a redesign, ask each person which device and page they used and whether playback began. Feedback on a still card and feedback on a playing scene describe different evidence. Keep both notes instead of averaging them into a thumbnail verdict.
You want to switch playback on or off
Inspect the playback settings in the YouTube interface you are using. That is a viewer-side task. Re-uploading thumbnail artwork is not a way to change that setting, and this site cannot operate it for you.
Give useful feedback without mixing the assets
Use two separate review notes. For the artwork note, identify the saved image and the layout, then describe something you can point to: a label lost at small size, a crowded crop, or a title that no longer explains the image. For the playback note, identify the viewing surface and describe what changed once movement began. Leave an unobserved state marked unobserved.
A teammate can now act on the right asset. An artwork issue goes back to the image edit. A confusing moving scene goes back to the video review. A missing playback control goes back to the current YouTube interface. This is a review workflow, not a performance score or a prediction of clicks.
For example, an image can make a product clear while the moving scene shows preparation rather than the product. The useful review is to identify that change in subject, not to call the still image broken. This is a hypothetical review example, not a measured audience result.
Why tutorial instructions can describe different controls
The desktop tutorial linked below discusses a video-preview control under playback settings. The mobile tutorial discusses playback in feeds. They use similar thumbnail language for different interfaces. They document the interfaces shown in those recordings; use the labels visible in your current app instead of assuming an older menu path still applies.
If a control is unavailable, keep the result limited to what you observed. A static mockup cannot establish why playback is absent on a particular account or device.
