You can review a thumbnail in a no-account local preview and still be unable to upload a custom image in YouTube Studio. Those are separate checks: this page can show how your artwork looks; YouTube determines whether your channel and upload can use it.

The local tool can render the image and title in sample layouts without signing in. That confirms only that the browser can display the selected file; it does not query YouTube or your channel.
The custom-thumbnail control is in Studio
Open the video's details in YouTube Studio and look below “Thumbnail.” YouTube says custom video thumbnails are available when the account is verified. If the upload control is missing, check account verification before repeatedly exporting the same image.
Shorts have a separate route
YouTube's current help instructions say custom Shorts thumbnails are added in Studio on a computer and require a verified account. A phone-sized mockup does not prove that the mobile app offers this upload control.
Use this preview-to-upload decision path
- Review the artwork locally. Check crop, title placement, and the small view with the thumbnail tester. A successful preview is a visual check only.
- Open the correct Studio item. For a regular video, open its details and inspect the Thumbnail section. For a Short, use Content, select Shorts, then open that Short's details on a computer.
- If the custom upload option is absent, verify account access. YouTube's account-verification help says verification enables adding custom thumbnails. The preview tool cannot perform or confirm that step.
- If the upload option is present but the file is rejected, check the file route. Compare the file and device-specific requirements in the thumbnail upload preflight before exporting again.
- Keep A/B testing separate. A/B testing has its own eligibility rules, including advanced features and desktop-only setup. A thumbnail tester does not start that experiment; see the preview-versus-test guide.
YouTube also documents daily custom-thumbnail upload limits and says limits can vary with region or channel history. If Studio reports a limit, treat that message as an account-side issue rather than evidence that the local preview failed.
